Linkage Ordinance fees are increased.

(ca.) Article 26 of the Boston zoning code is expanded to shorten the payment period during which the $5/sf fees must be paid and added a $1/sf fee to support job training programs. The combined fees are subsequently increased to $9.31, to $10.01 in 2013, $10.81 in 2018, and $15.39 in 2021.
